Personality
Cleo is a smooth and classy woman. She's not what you call patient in certain situations. She's prone to quick annoyance about certain people and actions. If pushed, Cleo will lose her temper in a heartbeat, something that no one would want to see from what Mihawk said. Very intelligent as well as informed, Cleo likes to stay two or three steps ahead of her enemies and plans to keep it that way. When it comes to family, Cleo will always be there to help them. She's protective of Eve and makes sure no harm comes her way.

Background
Being one of Eve's eldest cousins, Cleo kept a close eye her when the government put her to work. Cleo also took care of her, since Eve's parents were always leaving for work. Most of her cousins were doing this so it became a duty for the eldest of the 2nd generation of the Montego to look after the younger ones. It isn't explained but, Cleo is a close friend of Mihawk's and somehow Doflamingo's. Mihawk would vist Cleo occassionally when he would passing through in the North Blue. Doflamingo would pop up every now and again to see how she's doing but the two do stay in touch. Cleo, like Mihawk and Doflamingo, witnessed the execution of Gold Rodger when she was 16 years old. The three practically watch Eve grow up from a little girl into a good fighter working for the government. However, after Cleo got word that Eve became part of a Buster Call, she immediately went to Marie Jois to question Sengoku. Unfortunately, it was too late for that since Eve had officially quit working for the them. Cleo hasn't seen her since that day until she meet her after 4 years in Jaya.

Currently, Cleo is the Head Senior Representative for the Isles, the island of designers. However, she didn't tell Eve that island truly exisisted, it would spoil the moment for her younger cousin. When she met the Straw Hat crew, Cleo knew of each and every one of them. From Luffy and his exploits to Chopper and his devil fruit powers. Seeing another native of Ohara, Robin wanted to know what the island was like before her time. Cleo was happy to tell about it. Cleo and Eve talked to catch up on things and what happened past 4 years. Cleo caught on that Eve had developed a little fling for a certain swordsman and decided to test him to see if he was able enough to help Eve. Deeming him capable, Cleo entrusts Zolo to be there for Eve as Eve will do the same. Plus Cleo knew that Zolo had developed a fling as well and teased him for it. As much as she wanted to stay with her cousin, Cleo had an emergency call from Sengoku at Marie Jois. A Senior Representative was need and since she was the closest, she had to go. Eve asked her when will she see her again and Cleo answered with a smile very soon. She said her farewells and left with a wink

Additional Info
- In the Montego family, being tall is a dominant trait. Cleo is two inches shorter than Brook and two feet shorter that Doflamingo. Two feet taller than Mihawk and three inches taller than Crocodile.

- She's always greeted with a kiss on her knuckles by Mihawk which she always say that he's truly a gentleman at heart.

- She's constantly toyed by Doflamingo whenever he's around. Giving her constant hugs, being in her face which makes her blush to the close proximity. To cover her embarrassment, she scolds him by saying he's too old doing childish antics. He replies that age is nothing but a number.
